Importance of Fees

Water and Wastewater Impact Fees are collected in many communities to recoup the cost of constructing new:

  • Distribution lines
  • Lift stations
  • Wastewater treatment plants
  • Water plants
  • Other public infrastructure related to drinking water systems and wastewater treatment

Simply put, when a new connection is made to the City’s water and/or sewer system, impact fees are assessed. Impact fees apply to all new residential, commercial, and industrial developments within the city limits of Rosenberg and are assessed at the time a building permit is issued.

Revision of Impact Fees

On December 16, 2008, the City Council adopted an ordinance establishing revised impact fees for all property platted within the city limits after December 16, 2008. If your property was platted before the effective date of December 16, 2008 and you now wish to build on your platted property, please call the Rosenberg Permits Desk at 832-595-3547 to determine the appropriate impact fee zone in place prior to this Ordinance and applicable impact fees for your project. All properties platted after December 16, 2008 will be subject to the impact fees (PDF).

September 18, 2018 Update

City council voted to enact an amendment to the water-wastewater impact fee ordinance on September 18, 2018. The amendment provides for an exemption to the water-wastewater impact fees for individual single-family dwellings which are using private water wells and septic systems and desire to connect to the City’s water and sanitary sewer utilities.

The Living Unit Equivalents (LUEs) for such single-family structures would be defined as zero, having no impact on the system capacity, and impact fees would not be collected. The amendment only applies to single-family structures that were in existence prior to January 1, 2008. The required public hearing was held on September 18, 2018 and council unanimously approved the amendment.

The Living Unit Equivalents (LUEs) shall be considered zero and no fees shall be collected per the above update to the existing impact fee amendment

The waived impact fees for the eligible structures do not include tap fees.
