Customer Service / Utility Billing Office
Responsibilities
This division is responsible for the billing and collection of water, wastewater, solid waste, sales taxes on solid waste, and other miscellaneous charges for services provided by the City. Liquor licenses and health permits are now processed through the Permitting Office at the City Annex.
Online Account Services
Online account services (including online bill pay) are now available to all utility customers. Customers are encouraged to register for the service. There is no charge to register for the service, and it is very easy to use. The only items required to register are a personal email address and the utility account number (01-12345-123), available on customers’ monthly bills.
The online service is accessible 24 hours a day, allowing customers to view account information and make payments at their convenience. Online payments can be made by credit card (Visa and MasterCard). The new online account services also give customers the option to go paperless. Once registered for the service, customers can elect to receive an electronic bill via e-mail, a paper bill, a combination of the two, or neither. If customers select the electronic option, they will continue to receive bill inserts (such as the Insider newsletter and annual Water Quality Report) with their electronic bills.
How to Use the MyCivic Utilities App
Rosenberg residents now have access to the MyCivic Utilities App, which is a new way to pay utility bills, view usage and view .pdf copies of bills! Here’s how to use it:
- Download the MyCivic Utilities app
- Search for Rosenberg when you open the app
- Login using your municipal online payments username and password or register for an account if you do not have a municipal online payment account.
- Once logged in follow the prompts to link your utility account.
- Once your account is linked open the Utility Billing module to see and pay your utility account

Pay by Phone
The City also provides customers with an alternate method of payment with an automated IVR phone payment system by calling 832-595-3400, select option 1. These methods of service for payments are free of charge!
