Special Election - CCPD

A Special Election has been called regarding the creation of a Crime Control and Prevention District (CCPD). Residents may review the district plan, budget, and the ordinance calling the election using the links below:

Crime Control and Prevention District

On Saturday, May 2, 2026 (Election Day), Rosenberg citizens will be asked to vote whether to create the Rosenberg Crime Control and Prevention District (CCPD) and reduce the sales tax allocated for the Rosenberg Development Corporation (RDC). This will not increase sales tax. If approved, this will reallocate 0.25% (approximately $3.7 million) of the RDC’s 0.50% sales tax allocation to the CCPD in order to maintain the same overall sales tax rate within the city.

A Crime Control & Prevention District is a voter-approved way to dedicate a portion of existing sales tax revenue specifically to public safety. It does not raise taxes, but rather reallocates current sales tax revenues from the Rosenberg Development Corporation. 

What Is a Crime Control & Prevention District (CCPD)?

A Crime Control & Prevention District (CCPD) is a dedicated public safety funding program approved by voters. It ensures that a portion of existing sales tax revenue is used specifically to support police services, crime prevention programs, and community safety initiatives.

  • A CCPD is a voter-approved funding mechanism dedicated exclusively to public safety.
  • Funds can be used for crime prevention, law enforcement, and public safety services and municipal court operations.

What the CCPD Is NOT

Approving a CCPD does NOT raise taxes. The sales tax rate you currently pay will not increase. The CCPD reallocates a portion of RDC's existing sales tax revenue to focus on public safety.

Why the CCPD Is Being Proposed

As our community grows, so does the demand for public safety services. The CCPD provides a sustainable way to maintain and enhance police services while lessening the impact to the city's general fund. 

How is the Crime Control & Prevention District Funded?


The sales tax rate for the City of Rosenberg is 8.25%, currently:

  • 6.25% goes to the State of Texas
  • 2% goes to the City of Rosenberg 
    • 1.5% goes to the City's general fund
    • .5% goes to the Rosenberg Development Corporation (RDC) [approximately $7.4 million]

If the CCPD is approved:

The sales tax rate for the City of Rosenberg would still be 8.25%:

  • 6.25% still goes to the State of Texas
  • 2% still goes to the City of Rosenberg 
    • 1.5% still goes to the City's general fund
    • .25% goes to the Rosenberg Development Corporation (RDC) [approximately $3.7 million]
    • .25% goes to the Crime Control & Prevention District (CCPD) [approximately $3.7 million]

How This Affects Residents

If approved by voters, the CCPD could support public safety efforts such as improved response times, increased police visibility, enhanced neighborhood safety, and stronger crime prevention initiatives.

At the same time, approval would change how existing sales tax revenue is allocated. The RDC would no longer receive its current portion, reducing its annual budget by about half.

How CCPD Funds Can Be Used
