Shall Sections 1.03 and 1.04 of the Home Rule Charter of the City of Rosenberg be amended in order to eliminate provisions that reference obsolete references to state law and be combined into a single Section 1.03 setting out the City’s authority to fix the boundaries of the City of Rosenberg?

Shall Section 2.01 of the Home Rule Charter of the City of Rosenberg be amended in order to replace obsolete references, update terminology to current legal usage and grant the City the power of local self-government to the extent permitted by state law?

Shall Articles VI. RECALL OF OFFICERS and Article VII. LEGISLATION BY THE PEOPLE, INITIATIVE AND REFERENDUM of the Home Rule Charter of the City of Rosenberg be amended in order to eliminate provisions which have become inoperative because they have been superseded by state law; eliminate obsolete references; and combine the two Articles into a single Article to provide procedures for initiatives, referendums, and recall of officers?
